Uaptsd just compared SDPD Officers killed in the Line of Duty vs. Stolen Lives killed by SDPD. Their complete list of officer killed since 1913 is 34, While our very incomplete list of people killed by SDPD is 156 & counting! out of those 34 Officer only 21 died due to assault or gunfire, and no mention of who exactly pulled the trigger.

A communication, that conforms to the essence of the below, was sent to the persons shown, today.

Our clever politicians are, once again showing their stripes while hiding our data. Chair Emerald with the deft word usage of a former investigative reporter, and with timely interruptions from the office of the City Attorney, frustrated the public and led some down a path taken by snipe hunters; the path that leads to frustration and unnecessary toil, while she and the committee members, in all likelihood, have the information that we seek or can get it. Information that should be provided now as is required by a proposal approved by the City. Information that was promised to us and to me for delivery last week.
Ultimately, while avoiding the issue of the promised first part of the  “Phased report,” and using the Brown Act as a shield from discomfiting comments or questions, Chair Emerald offered to make the raw data available, on the internet and/or to provide assistance to those who would seek that raw data using the Public Records Act. I was impressed, since no one seemed to be seeking after raw data, but Chair Emerald must have been persuasive, at least to some (the representative of the ACLU was unimpressed  and did not fall for the sleight of words.) Indeed, one speaker offered the services of a friend or associate in analyzing the raw data.
As I watched at home I wanted to shout “We do not want to build a watch or to learn how to, we merely want to know what the time is.” Do not deceive yourselves into thinking that the members of the committee are unaware of the SDSU results or do not have access to them. What can you do? Do a little work and determine the results for yourself, then act on your information.
This is not meant for those who have resources to load San Diego’s stop data and to flatten it for themselves, rather it is intended for those who can manipulate excel spreadsheets so as to compute summaries. These XML files contain flattened Raw Data that will allow a skilled user to create summaries, that can answer every possible question where numbers never lie.

These three files are in XML format and represent data collected for the period shown. XML files are self-documenting and as such are a wonderful means of data exchange. The information in them can be loaded into databases with little effort and are readily accepted by Excel.
Each XML file may be opened in Excel as an XML Table. Please be patient. Excel fetches the field information and loads the data. On my 2 year old laptop the largest takes about 5 minutes.

May I respectfully suggest to you that you eschew complete reliance on  the templates for summaries as have been provided by others (searches, arrests.)  I suggest that you add:
  1. the groups or ethnicities who are most often treated as crime suspects. (field Interview)
  2. the groups or ethnicities who are most often treated as crime suspects but leave the encounter unticketed.(field Interviewed w/o Citation)
  3. the groups or ethnicities who when searched are found to have the highest or lowest incidence of contraband.
  4. the groups or ethnicities who are cited least or most
  5. the groups or ethnicities whose passengers are searched most or least.
  6. Examine and count the various types of searches, consent, non-consent, 4th Waiver, Inventory for groups or ethnicities
It is my opinion that Field Interview rates, standing alone, and when coupled with other post-stop actions, are the strongest indicator of Racial Profiling. This because the expression define how the subject is viewed i.e. as a suspect.
Have fun. Sorry, fun this is not, it is a sordid depressing, de-humanizing business that imbrutes the oppressed and oppressor alike. But, as of now, you do not know to what extent.

I watched on television, and was not confused. I was appalled by the use of the quoted expressions; clearly an intention to confuse the public.
 “Phase One of the SDSU Report”
You, Chair Emerald, know full well that each speaker seeks the results of the First Phase of the Report, i.e. the data analysis that was done by Chanin and his cohorts. That first phase was promised for Fall 2015. In fact it was represented to me, that I would receive a copy last week.
In the absence of a declarative statement that the first phase of the report has not been completed I consider your comments(and supportive interruptions from the representative of the City Attorney) as mere attempts to mislead, misguide and interfere with the public’s right to know;  to obtain public documents; and an unlawful interference with a public administrative process.
“Raw Data”
The invitation to members of the public that they obtain the raw data is more of the same obstructive conduct. I daresay that most members of the public do not have the knowledge to process or flatten 144,000 Vehicle Stop Records that exist in a parent/child relationship on discrete excel worksheets; the format used by the SDPD. Furthermore; the public should be spared the machinations of the SDPD as I have endured in obtaining this public data.
 “SDPD Report”
The comments from chief Zimmerman were equally unhelpful, given the fact that the rudimentary SDPD report and its failure to dissect and analyze the key indicators of Racial Profiling is the primary reason for the involvement of SDSU. Why would anyone be interested in that thing?
By including Josh Chanin and Stuart Henry, I invite their denial of the completion of the Data Analysis aka Phase One of the SDSU Report.
 
Finally; at some point today I shall provide a copy of the Flattened “Raw Data” for download from a Google Drive link.  I will send it to all persons who have expressed in interest in these things and who appear on my mail lists

Council Delays Release of Stop Data Analysis

“What tape exists of the first critical incident in the Midway district, due to a security camera, has not been released by the department. Chief Shelley Zimmerman has gone so far as to state that releasing these videos will be on a riot standard. Not only is the language itself provocative, but it reveals a lack of transparency on the part of the department. San Diego Police is known for it’s penchant for almost military secrecy, and keeping things vague. Yet, they speak often about community policing. Yes, the Department once led the nation in the process of creating community policing. These days It is the largest urban department with this wide spread deployment of body cameras which has not led to increased transparency.”

Violence against women and girls is a problem of pandemic proportions. At least one
of every three women in the world has been beaten, forced to have sexual intercourse or
ill-treated differently in her life with the abuser usually someone who knows the name / family.
Some of the forms of violence perpetrated by individuals are rape; domestic violence;
sexual harassment; coercive use of contraceptives; female infanticide; the prenatal screening
gender-based violence; the obstetric and mob violence; as well as the traditional or
customary practices harmful , as the crimes of honour, the violence the dowry, female genital
mutilation, marriage by abduction and forced marriage. Some forms of violence are
perpetrated or condoned by the state, such as the rape of war; sexual violence
and sexual slavery during conflicts; forced sterilization; forced abortion;
the violence of the police and staff of authority; the stoning and flogging . Many
forms of violence against women, such as the trafficking of women and forced
prostitution are often perpetrated by organized crime networks.

A new book by the political scientist Michael Javen Fortner called the “Black Silent Majority” builds off longstanding historical arguments by liberals and conservatives alike—from Bill Cosby to Richard Nixon—that black people were and are complicit in creating high rates of poverty and violence in poor and working-class black communities. The New York Times review says Fortner’s book “perpetuates a newer myth of post-civil-rights America: that nothing stands in the way of racial equality except black people’s own choices and behavior.”

Once again, the “black-on-black crime” myth has been bolstered by the mainstream. So we thought it appropriate to resurface this guide to debunking it. And added to our list of resources are the New Yorker andNew York Times reviews of the “Black Silent Majority.”

Hello, and welcome to the guide to debunking “black-on-black crime” and all of its rhetorical cousins. Black-on-black crime may no longer bethe right-wing media’s slogan du jour, but its replacements express the same sentiment.

Inevitably, when there’s an uptick of homicides in cities with sizable black populations, or to deflect from movements calling attention to the killings of black people by law enforcement, headlines like these crop up: “Black Lives Matter only When They Are Killed by White Cops”, “#SomeBlackLivesDontMatter,” and “Murder Capital Homicide Explosion in wake of Freddie Gray case dwarfs rate of similar cities.”

So we here at Fusion have put together a comprehensive list on what to do when someone you love, hate, or feel so-so about goes on about “but what about that black crime in the black community” as an alternative to talking about the deaths of black people by police. We got you. Start with: “Nah, chill. Here’s what’s actually going on.”

1. First thing to debunk? The term “black-on-black crime”:

Gary Younge over at the Nation writes:

“America is very segregated, and its criminality conforms to that fact. So the victims of most crimes are the same race as those who commit them. Eighty-four percent of white people who are killed every year are killed by white people. White people who buy illegal drugs are most likely to buy them from white people. Far from being extraordinary, the fact that black criminals are most likely to commit crimes against black people makes them just like everybody else. A more honest term than “black-on-black crime” would be, simply, ‘crime.’”

2. Gun violence in black communities is a matter of public health, and it depends on a variety of structural inequalities.

Jonah Birch and Paul Heideman break it down in Jacobin:

“Research suggests that violent crime rates are driven by a variety of social factors which tend to make American cities particularly prone togun violence against black residents. Among the most of these factors are very high levels of neighborhood segregation, concentrated un- andunderemployment, poverty and a dearth of adequate social services orinstitutional resources. Fundamentally, gun violence has to be treated like other kinds of public health problems — not as the basis for continuous, empty calls for an introspective discussion about ‘black on black violence.’ And like other kinds of public health disparities, tackling high rates of inter-personal violence requires confronting thesocial context in which it occurs.”

Hello fellow community leaders and allies,

In the last couple of weeks (months!) our local San Diego Police Department has been in the media almost every day. Though I work with many of you in a different capacity, today I would like to talk to you about an issue that we have been facing for many years: the issue of police accountability and transparency. For more than a year we, and many allies, have been asking the department to release information on racial and ethnic profiling in traffic stops (and for them to begin compiling data on pedestrian stops). You may remember last year when initial data was released—and it didn’t look good for the SDPD.

 The community brought pressure on the San Diego City Council, which contracted with San Diego State University to do an independent, thorough analysis of the race data, and it looked like we were getting closer to getting an answer. The data analysis report was to be presented this upcoming Thursday at the Public Safety & Livable neighborhoods committee. But just two weeks ago, without any discussion or notice, Councilwoman Marti Emerald decided to hold off on releasing the report until June 2016, though SDSU has completed its analysis and was ready to report.

Please join me this upcoming Thursday, Nov. 12, outside of City Hall to demand for this report to be released! We can’t continue to wait any longer for this data to confirm what we know—and experience—as a community. Our community deserves transparency and accountability from this department and deserves to see its concerns about profiling practices addressed by our city leaders. #BlackLivesMatter: A Bibliography for the Revolution

img_black-girlreading We, at Black Lives Matter Nashville, believe we are in the midst of a revolutionary movement for black lives. We believe we are at war with systems in this country and world that demean and undermine the humanity of black people–namely, white supremacy, patriarchy, transphobia, homophobia, capitalism, and imperialism. Thus, we believe in arming ourselves for the war. And we believe there’s no better way to arm ourselves than with books. We’ve compiled a rolling bibliography of books that have been helpful for us while we conceptualize and navigate this movement. It’s rolling because there’s always more to add.
